Rules and Regulations General Policy
1.Users are expected to observe the following rules while using the library services; any violation of these rules will incur appropriate disciplinary action. a. Leave your personal belongings such as handbags, briefcases, etc., outside the library entrance, on your own responsibility. The library disclaims any liability for loss or damage. b. Submit any book or object for inspection, when requested by the library staff. c. Do not write, underline or mark any book. Library books are carefully examined on return and the borrower will be held responsible for the damage. d. After reading, leave books on the table or on the book trolley. Please do not shelve the books. e. Complete silence should be observed except for brief and subdued talk with the library staff. f. Drinks and eatables are not allowed in the library. g. Keep your mobiles off within the library premises. h. Make sure you have provided correct e-mail address while filling your library membership form. i. Report lost books or other materials to the library immediately to stop overdue fines. j. In case of lost Library Card, please immediately report to the circulation staff so that your membership is temporarily blocked to prevent misuse of the Library Card. Once you get a replacement, please inform circulation staff so that your memberships can be re-activated. k. Ask for help from library staff if you are unable to find your required material. l. While returning library books or other materials at the Circulation Desk please ensure that the circulation staff has returned the book(s). TERMS AND CONDITIONS REGARDING USE OF DIGITAL LIBRARY 1. In order to ensure the continuity of the programme, it is vital to ensure that there are no violations of the license agreements that have been completed by participating institutions and publishers. Publishers are constantly monitoring the use of their databases, and illegal activities can be easily detected. The NUST administration has signed an Institutional Agreement with the HEC, confirming their compliance with the Terms and Conditions of license agreements. The document below details the general terms and conditions for use of the digital library resources. Please read it carefully before using the e-resources.
2 This document is to be read by all researchers, librarians and the others registering for resources within the Digital Library/PERI programme in Pakistan. It describes the general terms and conditions through which the information resources available in the programme may be used.
3 This document does not replace any part of the legal documentation supplied by participating publishers whose individual licenses must be read and agreed to either in writing or online.
(a) A representative of each participating institute (Vice-Chancellor, Head Librarian, Serials, Systems or other Librarian, Senior Researcher etc.) must register that institute for access to the information resources available through the Digital Library. (b) Each institute needs to be registered once for each resource. (c) During registration, the representative must read and agree to the license terms and conditions of each publisher participating within the Digital Library. (d) Where licenses are required to be printed off and returned to the publisher, the representative of each participating institute must comply with the requirement before access for the institute commences. (e) Where license documents can be viewed and accepted online, the representative of each participating institute must comply with this requirement before access for the institute commences. (f) Copyright must be respected at all times by all users of the information resources. (g) Participating institutes and their members must not make printed copies of any of the materials within the Digital Library unless this is within the terms and conditions expressly permissible within the publisher license. Single printed copies of individual resources (e.g. articles) are within the bounds of all the licenses but they must only be for individual use. (h) Participating institutes and their members may not make any kind of material, financial or other gains from any article, item or other piece of content from the Digital Library/ PERI information resources. No resources or part of the resources may be sold, exchanged or otherwise traded. For example, use of the electronic resources must not be based on any kind of charging system, apart from any nominal computer access administrative charges. (j) Participating institutes and their members may not make ANY copies of CD-ROMs, DVDs or other disks provided as part of the PERI initiative. (k) Participating institutes and their members may not lend copies of CD-ROMs, DVDs or other disks provided as part of the PERI initiative unless they have specific written permission from the publisher concerned.

The senior manager or administrative officer (e.g. Vice Chancellor) and Head Librarians of each institution participating within PERI, will be held responsible by the Higher Education Commission for any breaches in the above terms and conditions. Serious breaches of these and/or the publishers’ license terms could result in the permanent loss of access to all electronic information resources available from the Digital Library/ PERI programme, and formal action from the Higher Education Commission. COPYRIGHT LAW Copyright law exists to protect the intellectual standing and the economic rights of creators and publishers of all literary, dramatic, artistic, musical, audio-visual and electronic works. Electronic materials are copyrighted in the same manner as print materials. Agreements and License • All electronic resources will be subject to some license or access agreement. • Each resource or package has a specific agreement. • Specific contractual agreements should be available from each supplier/publisher. • Copyright and terms of use are often included online. Examples of Misuse • Downloading full text articles and emailing them to friends outside the institution. • People from commercial companies using library facilities to access resources. • Printing out entire electronic journals and making copies. • Including large parts of articles in student workbook material. Membership Policy Students, staff, faculty, RAs, TAs, researchers are entitled for library membership. The Students, faculty and staff are required to fill a library membership form and submit it at the Circulation Desk in the library. The library membership forms are available from Library Circulation Desk as well as from library website.
Borrowing Policy
1. The Central Library shall be open to members of the following categories:
